PayPal MCP server

PayPal's remote server at mcp.paypal.com carries the full agent tool catalog for a merchant account: it lists transactions, creates and sends invoices with reminders, captures orders, issues refunds, accepts dispute claims, and manages subscriptions and plans. The same tools run locally from the @paypal/mcp package against sandbox or production.
